Many concerns have been raised regarding the Peguis elections that were held on March 24 , 2015 for Chief and Council. These concerns include:
  1. Eligible voters not being listed on the Voters List and away at the polling stations;
  2. No security presence hired by the electoral officer for Winnipeg polling stations;
  3. Concerns that ballot boxes were not secure and may been tampered with;
  4. Voters being intimidated;
  5. Reports of voters receiving financial compensation exchange for voting for Ms. Spence;
  6. Reports that Ms. Spence’s scrutineers were pressuring influencing voters in favour of Ms. Spence inside the Winnipeg poll station; and
  7. Suspicious conduct and activity regarding the of ballots from the Winnipeg poll to the First Nation.
I filed an appeal for this election on May 2, 2015, on my own behalf and on behalf of concerned community members. A recount of the vote for the Peguis election was also requested in a letter on April 1 2015 to which the main electoral officer in charge (Burke Ratte)  never provided a response. Now, I am very concerned with the long delay from INAC (AANDC)to  provide a decision on this appeal, as it creates political uncertainties for the 10,000 Peguis members which economically impact Peguis as well as the entire province of Manitoba. Although this appeal was submitted to INAC (AANDC) over 7 months ago under the previous government, to this day no decision has been delivered. Peguis First Nation occupies a significant economic role in the province of Manitoba with its investment funds of over 170 million dollars. Peguis, as a Treaty One Nation, also has a leading role in the Kapyong Barracks final resolution; Manitobans have long been waiting for these lands to be developed and for the Kenaston Boulevard to be expanded for the economic benefices of us all. And several of Peguis business ventures are undertaken in partnership with other investors also impacted by the outstanding election appeals. For these reasons, we started a "Petition for an immediate decision on Peguis election appeal in order to avoid more economic uncertainties for Peguis and Manitoba" and wanted to see if you could help by adding your name. ANYONE CAN SIGN. These videos were taken when the ballot boxes left the Winnipeg station and at their arrival at the Peguis poll station; and they show several violations and irregularities: unsealed ballots boxes; refusal of the electoral officer  from the Winnipeg poll station to be escorted by security guards in order to protect to the integrity of the vote;  absence of scrutineers for all chief candidates to escort the ballot boxes from Winnipeg to Peguis, and more… Please forward this email to your contacts. It is important together we ensure that democracy and the ruling of the law is respected, for the best interest of both Peguis members & Manitobans!!! ELECTION PLATFORM


VISION

Peguis has become a prosperous and financially independent First Nation, where citizens have access to an environment that is physically, socially and spiritually healthy, and where everyone has the possibility to develop their full potential.

OBJECTIVES FOR THE NEXT MANDATE

Along with ensuring responsible and transparent governance of Peguis affairs and programs, I have specific objectives for my next mandate.

In particular, I feel that it is my responsibility to ensure that all business ventures our community invested-in under my leadership are underway and generating good stable revenues in the coming years.


HERE ARE MY SPECIFIC OBJECTIVES FOR DIFFERENT AREAS:

Social Health
OBJECTIVE 1:

TO COMPLETE PHASE II OF THE PEGUIS MULTIPLEX CENTRE


• I believe that our people — especially our youth — need a place for social and physical activities, which will help to restore and maintain our health and spirit socially, emotionally and physically as individuals, but also as a people.

• I will work to implement the construction of phase II of the Peguis Multiplex Centre.

• I will also ensure the construction of two (2) new Senior Centres: one in Peguis and one in Selkirk.




Economic Development

OBJECTIVE 2:

TO FINALIZE IMPORTANT BUSINESS VENTURES INITIATED UNDER MY LEADERSHIP

Working with Council, I will ensure that these projects are fully developed and start to generate stable sources of revenue for Peguis’ people.


BELOW ARE SPECIFIC OBJECTIVES FOR INDIVIDUAL PROJECTS:

ASSINIBOIA DOWNS

The first phase of the development plan for the Downs is comprised of hotels, convention halls and retail space on the land adjoining the Downs.

This important investment will create jobs and revenue for our community. This will be one more significant step towards the path of financial independence as a people, for the benefit of future generations.

During my next term, I will ensure the implementation of Phase I of the development plan for the Downs, of which Peguis will benefit greatly.







PORTAGE PROPERTY

This acquisition represents one more step towards the repatriation of land in our traditional Treaty 1 Territory.

This property is a tremendous asset for our community and will generate revenues for years to come.

I want to use my next mandate to ensure that this property is developed to its full potential in terms of revenue for our community.




KAPYONG BARRACKS

The business development of this prime land has the potential to bring many jobs and huge sources of income to our communities for generations to come.

I will ensure a full closure of this dispute with the federal government, either with a final court judgment or with an out-of-court settlement from the current negotiations.




Housing


OBJECTIVE 3:

TO COMPLETE ALL CURRENT HOUSING PROJECTS IN THE NEXT FISCAL YEAR AND TO DEVELOP NEW ONES


Many families already enjoy new housing, but there is still much work to be done. I will ensure the completion of all housing projects currently under construction within this current fiscal year, in addition to 50 plus homes each year.

Peguis currently offers innovative renovation and down payment programs to off-reserve citizens. I will continue to work with our governing committees to improve and expand our housing program for on-and-off-reserve citizens.

Administration


OBJECTIVE 4:


WE WILL CONTINUE TO IMPROVE THE ADMINISTRATIVE PERFORMANCE OF THE BAND OFFICE AND TO GUARANTEE ACCOUNTABILITY AND TRANSPARENCY

I want to use my next mandate to finalize the implementation of the new financing plan and complete my commitment to take Peguis out of co-management this coming April.
Under my leadership, Peguis’ debt went from $40 million down to $8.5 million. In accordance with our new financial plan, I will continue to work with councilors on the complete elimination of our debt.
